Ashwini Vaishnaw Launches Electronics Component Manufacturing Scheme Portal

Ashwini Vaishnaw, Union Minister for Electronics and IT today launched the guidelines and online portal for the Electronics Component Manufacturing Scheme (ECMS), reinforcing India’s electronics manufacturing capabilities. The Union Cabinet approved ECMS on April 8, 2025. From May 1, 2025 companies can submit applications online under the defined segments.

Speaking at the launch, Shri Ashwini Vaishnaw outlined India’s step-by-step strategy from starting with finished product assembly, moving to module-level manufacturing, component production and finally, the material manufacturing. He noted that finished goods still represent 80-85 percent of the value chain. He said that the nation's electronics production has grown fivefold and exports more than sixfold since FY 2014-15, with a production CAGR above 17 percent and an export CAGR exceeding 20 percent. He mentioned that there is a strong progress in mobile phones, servers, laptops and IT hardware.

Describing ECMS as a horizontal scheme, Vaishnaw explained that it will support sectors beyond electronics, it includes power, automotive and industrial equipment. He urged participants to establish dedicated design teams and achieve Six Sigma quality standards, warning that those who fail to meet these benchmarks would not qualify for incentives. The scheme’s budget is ₹22,919 crore and it runs for six financial years (FY 2025–26 to FY 2031–32) with a one-year gestation period. 

Secretary of MeitY Shri S Krishnan said ECMS will firmly establish India as a global electronics manufacturing superpower and pledged full cooperation with stakeholders. At the event, Sarvam AI was selected to build India’s first indigenous AI foundational model, marking a milestone in the country’s AI ecosystem. The launch was attended by over 200 participants, including senior government officials, industry leaders, associations, financial institutions and embassy representatives.
